Only in Print: Opinion - Reaching a compromise on biennial legislative sessions

"A proposal to switch the Legislature back from annual to biennial sessions can be modified to allay the concerns of both those who want to maintain a greater legislative role and those who want to reduce the obstacles that keep many people from serving," writes New Hampshire columnist Charles Arlinghaus.
