Only In Print: Not all victims make list; some names are left off

CONCORD — While victims of crime and violence took center stage Tuesday, state officials quietly acknowledged that some people who died violent deaths are not included in such commemorations.

They include people — such as alleged Greenland drug-dealer Brittany Tibbetts — who have criminal histories or criminal implications. And they include people with psychological disorders killed by police in 2011.
