Hearing on Webster's Corner zoning change planned
The proposed change from general commercial to office/medical/business zoning for 26 parcels could help pave the way for higher-end development in that section of town, according to George Sioras, the town planning director.
The Webster';s Corner area along Route 28 includes Clam Haven, Dollar Bill';s and the Grandview Fleamarket site.
The proposed zoning change is being done in conjunction with a $4 million public sewer and water expansion project in the district.
According to Sioras, the zoning change will not limit the commercial and retail uses currently allowed under the Webster';s Corner general/commercial zoning.
If the Planning Board approves the zoning changes after the public hearing, it will then be up to the Town Council to vote on final approval.
During a recent discussion on economic development, Town Councilor David Milz said the zoning change and municipal and sewer project could help the town market the area as a site for medical and technological development.
For the water portion of the project, the Public Works Department is recommending that existing properties north of Island Pond Road and Route 28 already serviced by the existing system pay the existing water rate. For properties south of Island Pond Road along Route 28, the recommendation is that the properties pay 100 percent of the gross cost of the project, including the water mains and the booster system needed to service the higher elevations.
According to Tom Carrier, project director for Public Works, there will be no increase in water rates for municipal water customers.
For the wastewater portion of the project, all properties will be assessed in accordance with the Derry Sewer Betterment Policy, where both residential and commercial properties are assessed 25 percent of the gross costs of the project.
The water and sewer project is smaller than the $10 million project that was originally brought forward last year. The Town Council decided to go forward with the smaller project that focuses on bringing the municipal sewer and water to commercial properties as a way to boost the economic development of the area.
