Concord police investigating whether a long-time youth baseball coach accused of sexually abusing two boys targeted other youths have reopened a 1999 involving a teenaged girl.

The alleged victim in the 1999 case contacted police after Robert A. Joubert, 58, of Manchester, was arrested June 28 on four felony counts of aggravated felonious sexual assault for engaging in an alleged pattern of sexual conduct against two boys he coached between 1995 and 2004. He also faces a misdemeanor sexual assault charge.

Joubert was arrested in 1999 and charged with one count each of sexual assault and simple assault — both misdemeanors — for an alleged offense involving an underaged girl in Concord, Lt. Timothy O'Malley said. The charges were dismissed. O'Malley said he could not comment on why the case was not prosecuted.

Police are reevaluating that case in light of evidence developed during an investigation triggered by a York, Maine, mother's complaint in March that Joubert had abused her son. Joubert's Seacoast Baseball Academy is based in York, Maine.

Joubert is being held on $450,000 bail at Merrimack County House of Corrections. His case likely will go before a grand jury.

Concord police, the FBI and Hillsborough County Attorney's Office continue to investigate whether Joubert may have sexually assaulted other youths he came in contact with through the Seacoast Baseball Academy or through his work as a baseball and hockey coach for area youth leagues during the last 15 years.

“We are looking at possible incidents that took place in other jurisdictions,” O'Malley said. Additional charges are possible, he added.

“There is a lot of information and we are going through volumes of evidence. We are trying to sort through it all,” O'Malley said.
