Manchester school committee begins strategic planning this week

MANCHESTER - The long-term vision and goals of the school district are up for discussion as the Strategic Planning Committee starts its work this week. The committee meets Tuesday night with Dr. Mark McQuillan, dean of the Southern New Hampshire University School of Education, to discuss how to start on the strategic planning, said Kathy Staub.

Staub, an at-large member of the school board, is heading up the committee. She hopes the work done now will help guide the district for years to come.

A strategic plan encompasses student achievement, professional development, curriculum, and community relationships, she said.

'It's a comprehensive plan,' she said.

McQuillan served as the deputy commissioner of education in Massachusetts and education commissioner for Connecticut before going to Southern New Hampshire University. In those roles, he headed up strategic plans for both Massachusetts and Connecticut, Staub said.

Staub hopes McQuillan can help the committee sort out how to start its own strategic plan process.

'We need to kind of figure out where we are now,' she said.

Staub is concerned about the future of the district, given the property tax cap.

'The tax cap is an issue,' she said. 'We need to know how much money we're going to have under the cap.'

The committee needs to be able to identify its goals for any strategic plan, and also how the plan should be conducted, and funded. It will eventually start with an outreach to the community to help develop the vision and mission statement for the plan, she said.
