Candia to host workshop on plans for former incinerator

CANDIA — The Board of Selectmen received three bids for the restoration of the town’s former incinerator site and will hold a workshop Friday evening for public input on the project.

Selectman Dick Snow will facilitate the non-meeting session with residents and volunteers, set to take place in the Town Office meeting room at 6 p.m.

Two New Hampshire companies and one from Massachusetts submitted bids for the projects, which includes tearing down and removing the old incinerator and swap shop buildings, disposing of approximately 1,300 to 1,500 cubic yards of remaining ash in accordance with Department of Environmental Services requirements and re-seeding the land.

Epping-based EnviroVantage projected the lowest cost by more than $100,000, with a proposal of $129,300.

Francesco Demolition of Duxbury, Mass., had the highest bid at $336,700, with GZA GeoEnvironmental of Manchester close behind at $336,558.

The most significant differences in the estimates were for the task of ash removal. EnviroVantage projected a cost of $9,000, considerably below both GZA’s estimate of $73,540 and Francesco Demolition’s $179,400.

EnviroVantage’s projected costs for the removal of the incinerator, the swap shop building, the concrete bunkers and the chain link fencing, as well as for site work, were also the lowest.

Francesco Demolition had the lowest projection for the demolition and removal of the incinerator building itself, at $11,500 compared to EnviroVantage’s $19,000 and GZA’s $22,875.

The GZA bid included an additional $49,850 for bonds, permitting and site controls, which was not a part of the town’s original request and not included by the other two contractors.

The selectmen will review each of the proposals before selecting a contractor. When the request for proposals was announced in June, the board set July 30 as the tentative date to announce its award.

Snow was unavailable for comment Wednesday.

In a June interview, Snow said the town does not yet have plans for future uses of the land.

“They’re going to try to bring it back to as close to natural state as possible so it can be used for something,” he said. “It’s a site that’s close to the Lamprey River, so it can be used for a boat launch or anything you want. We want to take down all the fences around it.”

The site was the main location for the town’s recycling and trash collection until 2008, when new facilities opened up on Deer Run Road. Candia began burning its refuse at the incinerator in 1976, although the parcel had been used for waste disposal for around 50 years before that.
