Judge sets new bail for ex-alderman arrested second time in a week

MANCHESTER - A bail revocation hearing for former Manchester Alderman Russell Ouellette, charged Thursday night with stalking a woman he's accused of sexually assaulting July 12, was continued until Monday in Circuit Court-Manchester District Division Friday morning.

Prosecutors sought to revoke Ouellette's $10,000 cash/surety bail on sexual assault, simple assault and false imprisonment charges, saying Ouellette had contact with his victim at an AA meeting.

Ouellette was arrested on warrants Monday on charges alleging he assaulted a woman he met at Raxx Billiards on Elm Street on July 12. Now he has been accused of violating bail conditions by smiling at the alleged victim at an AA meeting at a Main Street church Thursday night.

At the Friday morning arraignment, Assistant Hillsborough County Attorney Maureen O'Neil asked that Ouellette be held in jail until a hearing Monday, because a prosecution witness was not available Friday.

Ouellette's attorney James Rosenberg said Manchester Police Captain Nick Willard was able to testify because he not only had Officer Joseph Ryan's report, but also was at the police department Thursday night and was familiar with the case.

Rosenberg entered an innocent plea to the stalking charge on behalf of his client, saying: "He went to an AA meeting. He arrived first."

Court documents show Ouellette told police he didn't know what his alleged assault victim looks like and didn't recognize anyone at the AA meeting. Judge Gregory Michael said with the weekend coming up, he wanted to strike a balance. He continued the bail revocation hearing until Monday afternoon, but set new bail at $2,000 cash/surety so that Ouellette could be released for the weekend.

Ex-alderman arrested for second time in a week



MANCHESTER — Former West Side alderman Russell P. Ouellette was arrested Thursday night for violating bail conditions that bar him from having any contact with the woman he allegedly sexually assaulted and held against her will earlier this month, police said.

Ouellette, 45, of 351 Wayne St., was arrested at St. Andrews Episcopal Church at 102 North Main St. after the alleged victim approached a police officer about 6:10 p.m. and told him she had just left the church after having contact with Ouellette.

The 53-year-old woman told police Ouellette knew she was at the church and remained in her presence despite bail conditions that require him to stay at least 100 yards from wherever she may be.

The officer found Ouellette at the church and took him into custody.

Ouellette will be held without bail until his arraignment in 9th Circuit Court today.

He had been free on $10,000 bail since his arrest Monday on two counts of sexual assault and one count each of simple assault and false imprisonment.

He entered a not guilty plea to the misdemeanors.

The charges stem from a July 12 incident in which Ouellette allegedly met the woman at Raxx Billiards at 1211 Elm St. about closing time and offered her a ride and to get something to eat at Wendy's at 675 South Willow St., a police affidavit alleges.

The woman said Ouellette repeatedly pulled his truck over and asked for oral sex, fondled her and tried to kiss her, the affidavit said.

Ouellette resigned as Ward 11 alderman Wednesday after serving in that post for the last 4 1/2 years.
