DERRY — The town has selected a consultant to complete a feasibility study and conceptual planning for the town’s new $3 million transfer station.

“Kleinfelder Northeast has experience in designing over 30 transfer stations in Massachusetts and New Hampshire,” said Town Administrator John Anderson.

The firm will be working on the feasibility study and conceptual planning this month.

After the study is completed, Anderson said the timeline for the project has preliminary design beginning in October with the final design completed by February of 2013. He said the goal is to garner all necessary state permits for the project and have it go out to bid that month, as well.

“We are looking at construction beginning in May of next year with a completion date of next November,” said Anderson.

By fiscal year 2014, public works director Mike Fowler estimated the added capabilities of the new facility could increase recycling revenues by as much as $250,000 per year, more than enough to cover the anticipated $200,000 of yearly principal and interest on the bond.

With an enhanced facility, Fowler said the town would see increased revenues from recyclables such as plastics, tin and aluminum that cannot currently be separated from the co-mingled recycling system.

Fowler noted that are no planned increases in personnel for the transfer station, even though other towns of similar size have much larger staffs. The Derry transfer station has five full-time and two part-time positions.

“Right now, we’re trying to design the new transfer station for ease of handling with the current staff,” Fowler said earlier this year.
