Under Obamacare, businesses with 50 or more full-time employees have to provide health insurance or pay a fine for each employee. This week, the Department of Health and Human Services and the IRS released the regulations that define “full-time employee” for the purposes of Obamacare. The regulations run to 18 pages long, The Washington Examiner reported on Tuesday.

What is more, they contain this sentence: “Additional rules regarding the treatment of employees who experience a change in employment status are expected to be included in upcoming regulations.”

Obamacare is 2,700 pages long. During oral arguments on the law’s constitutionality, Supreme Court Justice Antonin Scalia asked the solicitor general, “You really want us to go through these 2,700 pages?” A law that is so long that Supreme Court justices don’t want to read it is far too long for small business owners to read. When it adds 18 pages of regulations to govern a single definition, how will it be possible for small businesses to keep up with the law’s voluminous requirements?

On the campaign trail, President Obama mocks the idea that federal regulations are too burdensome. If he has this attitude now, imagine how dismissive he will be if he never has to face the voters again.
