MANCHESTER — A city man was arrested Thursday night and charged with possession of marijuana with intent to distribute, after police responded to a loud music complaint at his address.

Officers knocked on the door of 213 Green St. 2W and met Carlos Banks, 21, a resident of the address, at the rear of the apartment. While approaching the apartment, officers noticed a strong odor of burnt marijuana coming from the residence.

Banks invited the officers into the apartment. In a common area, officers noticed a glass jar containing suspected marijuana. Also on the coffee table were several small piles of suspected marijuana, a small scale, several plastic bags and other paraphernalia.

Banks was placed under arrest for possession of controlled drug with intent to distribute.

Later the officers returned to the apartment and executed the search warrant and found an additional seven glass jars of suspected marijuana along with another scale and other bags that would be consistent with the sale and use of illegal drugs.

Banks’ bail was set at $5,000 cash/surety and he was scheduled to be arraigned in Manchester District Court on Friday.
