Financially speaking, repeal of the cut is smart — but it doesn’t go far enough. A 10-cent tax increase is unlikely to convince a single smoker that it’s time to give up their costly and unhealthy habit. Hassan should also commit to putting some of the revenue from the tax into efforts to curb smoking through cessation programs.
