Are patients at Effingham brain injury center out of control? Whistleblowers say so

EFFINGHAM Whistleblowers from Lakeview Neurorehabilitation Center say the center is too understaffed to prevent the people in its care from becoming a danger to themselves or others.
Their concerns are echoed by law enforcement officials and a next-door neighbor of the facility. Last week, a Lakeview receptionist said the facility's executive director, Thomas Horan, would not take calls from the media.
