Care provider accused of sexually assaulting mentally disabled client
PORTSMOUTH - A Milton man was arrested Thursday on charges he kidnapped and sexually assaulted a person in his care.
Police said John C. Riley, 41, will be arraigned today on sexual assault, kidnapping and indecent exposure charges, though a court location wasn't determined Thursday. Police released few details about the charges against Riley, except to say in a news release that he "had access to the victim through his employment with a local agency that provides support services to adults with developmental disabilities."
Riley was being held Thursday in Rockingham County Jail on $30,000 bail.
The suspect's police booking photo and job description match those of a John Riley honored by the New Hampshire Council on Developmental Disabilities in November as the Direct Service Provider of the Year. He and another honoree received a plaque and $500, according to the council.
According to a newsletter on the council's website announcing the award, those nominated for the award "exemplify exceptional dedication to enhancing the quality of life of the individuals that they support. All nominees displayed efforts that went above and beyond their normal job responsibilities. Their stories showed how these individuals gained educational credentials to better serve their consumers, were advocates for those they support, and saw their work as a passion rather than a job."
Carol Stamatakis, executive director of the council, could not be reached Thursday night for comment.
The newsletter said Riley was nominated by Living Solutions, a Greenland-based provider of services to the elderly and disabled.
Messages left Thursday night with members of the company's leadership, including CEO Neal Ouellett, COO Carl Pufahl and Cindy Marsh, director of the Portsmouth office, were not returned.
According to the company's website, Living Solutions "provides flexible, caring support for senior citizens, individuals with long-term illnesses or developmental disabilities and children with health and behavioral needs."
