Portsmouth Herald: Hard times demand more public spending

While a 12-cent increase over three years will take money away from motorists, it will pay dividends. One only has to look once more at the Memorial Bridge project (Route 1 between Portsmouth and Kittery, Maine) to not only see what happens when repairs are not made, and to see the impact of a two-year closure on both motorists and businesses.
