MANCHESTER - A city man is charged with operating a motor vehicle while under the influence of liquor (OUIL) , 3rd offense, after officers found him slumped over the wheel of his minivan early Tuesday morning, police said.

Officers were on routine patrol when they saw the minivan parked on the side of the road at Union and Lowell streets, but with the engine running and the stereo blaring.

Police approached the driver's side window and, after a period of time, were able to wake the driver, identified as Michael Lesage, 42, of 501 Lowell St.

Lesage's license had been suspended in February in Hooksett after a guilty finding on an OUIL, second offense, charge.
