Manchester couple arrested after scuffle with police
MANCHESTER - Officers arrested a couple, fended off the man's mother and then had to contend with two children who jumped on an officer's back in an incident Monday night on Cleveland Street, police said.
Police originally were called to 57 Cleveland St. for a disturbance. When they arrived, they identified one of the men in the first-floor apartment as Justin Rackliff, who lives there and who was named in a domestic-violence petition, and court papers needed to be served to him.
Justin Rackliff, police said, was arrested earlier in the night on an unrelated warrant on a stalking charge out of Milford.
When the officers tried to serve him the paperwork, however, other family members intervened.
Twice, Justin Rackliff tried to step out into the hallway at Officer Crysta Dietle's request, and both times family members prevented him from leaving the apartment.
His brother, identified by police as Jesse Rackliff, 32, of 568 Beech St., tried to close the door on the officer and allegedly pushed her back from the door. Officer Dietle tried to arrest Jesse Rackliff and a struggle broke out, according to a news release of the incident.
Other officers wrestled Jesse Rackliff to the floor, and he was zapped with a stun gun, which police said subdued him.
During the struggle, police said Rackliff's mother tried to interfere and Dietle had to push her back from the officers arresting him. Officer Adrianne Davenport blocked Rackliff's wife, Katie, 31, when police said she also interfered.
Katie Rackliff then allegedly turned on Davenport and began to assault the officer, who wrestled her onto a couch in an attempt to stop her. As the officer was trying to gain control of Katie Rackliff, police said two young children jumped onto Davenport's back and pulled at her radio.
Eventually, Davenport handcuffed Katie Rackliff and escorted her out of the apartment.
Both Rackliffs are charged with interfering with government administration, simple assault on a police officer, and resisting arrest.
