Report details how Carroll County funds were stolen
As it turns out, the checks LaRochelle was writing to herself (15 checks written between Jan. 24, 2012 and Dec. 28, 2012) were taken from a box of blank checks that were being stored under Garry's desk, unsecured. Garry and the third person who worked in the County business office, Katheryn Armstrong, were able to go online to the County's bank account and produce images of the checks that were missing.
