Justice Department report finds Louisiana most corrupt state, NH one of the least corrupt
The states with the lowest conviction rates for public corruption are South Carolina, Oregon, Washington, New Hampshire, Minnesota and Utah - with 1 per 100,000 population, The Daily Mail reported. Besides Louisiana, North and South Dakota are at the top of the list.
