HOLLIS — Voters in March will decide the fate of a proposed $9.1 million Capital Improvement Plan, which includes the restoration of several Hollis roads, the continuation of the town’s open space program, and ongoing lease costs for several fire and public works vehicles as well as the town’s fleet of police cruisers.
The 2014 CIP, along with next year’s proposed $9.2 million general budget, was discussed in detail during the Dec. 30 meeting of the Board of Selectmen.
Should all the budgetary items pass, the town’s residential tax rate would be reduced to $6.07 per thousand from the current $6.25, representing a 2.79 percent decrease.
Under Hollis’ five-year CIP plan, current obligations include $822,748 in open space bonds, $1.3 million in open space and cemetery land bonds, and $340,000 to complete the restoration of Hollis Town Hall.
Should the CIP pass before voters this spring, the plan would also allow for the paving of the Hollis Fire Station ($87,000), the purchase of a new fire department rescue boat ($20,000), and the lease of a $162,000 dump truck and $219,600 grader for the public works department next year.
Several road projects are also outlined for 2015: the reconstruction of Rocky Pond and Wright roads ($825,000) and the reconstruction of Ranger Road ($325,000).
To date, the town’s current CIP plan has accrued $5.4 million in total bonded debt, while lease payments would account for another $1.5 million.
