ROCHESTER – To help clear the roads and parking lots from Tuesday's fast-moving storm, the city declared a snow emergency.

As a result of the citywide parking ban - which is in effect from 10 p.m. Tuesday to 8 a.m. Wednesday – vehicles require an exemption permit from police to park along the roads or in municipal lots.
