Tilton voters to decide on $5.34 million spending plan

TILTON — Voters will be asked to approve a $5.34 million operating budget at the polls next month, including a new salary agreement for town police officers.

Voting will be held on March 15 from 8 a.m. to 7 p.m. at the Winnisquam Regional High School.

Article 2 asks residents to spend to see if the town will vote to raise $2,765,000 to participate in the state’s Department of Transportation Municipally Managed State Highway Aid Program to reconstruct Calef Hill Road, Clark Road, Colby Road and Winter Street. The town would only pursue the program if it has an agreement in hand from the state for two-thirds of the money.

Article 7 asks residents to approve the costs associated with a three-year collective bargaining agreement between the Board of Selectmen and Local 29, Tilton Police Union, which calls for increases in salaries and benefits.

For the fiscal year ending Dec. 31, the cost would be $26,541; for 2015, the increase would be $47,510; for 2016, the increase would be $18,713; and for the fiscal year 2017, the increase would be $8,950, according to the terms of the contract.

The article also asks for $26,141 for the current fiscal year, representing the additional costs of the increase in salaries and benefits required by the new agreement.

Article 8 asks residents for $10,000 to construct a meeting room space on the stage area in the upstairs of the Town Hall. The selectmen recommend this article, the budget committee does not.

Article 9 asks for $15,000 to be added to the Tilton-Northfield Island Park Capital Reserve Fund. Article 10 asks for $35,000 to be added to the Highway Equipment Capital Reserve Fund.

Article 11 asks for $65,000 to be added to the Roads, Streets and Bridges Reconstruction and/or Repair Capital Reserve Fund.
