Center Harbor voters to decide zoning changes

CENTER HARBOR — Residents will be voting on proposed zoning changes, among 39 warrant articles, when they go to the polls Tuesday and town meeting the following night.

Voting will take place at the Cary H. Mead Meeting Room Tuesday from 8 a.m. to 7 p.m. Town meeting is Wednesday at the fire station beginning at 7 p.m.

The ballots will feature several proposed changes to the town zoning laws recommended by the planning board. Article 1-J asks to change the number of units allowed for lakes Winnipesaukee, Squam, and Waukewan under the water frontage rule from one to two to just one.

Article 1-K asks for beaver ponds at 43 Belknap Woods to be put into wetlands status; Article 1-L asks residents to adopt, as proposed by the Planning Board, the Center Harbor wetlands resource map.

Article 2 asks voters to approve the town's proposed $890,361 operating budget, which is up from last year's $811,130 appropriation.

Article 11 asks residents to approve $304,167 for the maintenance of town highways and bridges, including improvement of sidewalks and dead-tree removal. This appropriation is to be offset with an estimated $33,689 from state Highway Block Aid, with the balance to be raised by taxes. Last year, $288,322 was appropriated for a similar article.

Article 12 asks residents to authorize selectmen to enter into a lease-purchase agreement for $85,000, payable over a term of five years at a rate of $17,000 per year to purchase a new one-ton truck for the Public Works Department. The article asks for $17,000 for the first year's installment.

Article 15 asks voters for $275,106 for the operation of the police department; $266,442 was appropriated last year. Article 16 asks to deposit $10,000 in the existing Capital Reserve Fund for the purpose of purchasing a fully equipped police cruiser; $20,000 was appropriated in 2013.

Article 17 asks for $134,348 for the maintenance of the fire department; $134,501 was appropriated last year. Article 18 asks for $59,585 for ambulance service to the town; $60,382 was appropriated in 2013.
