Plaistow man in toddler abuse case indicted in jail assault

Roland Dow, 28, was indicted for allegedly assaulting and threatening a 42-year-old detainee at the Rockingham County jail.

Damien Tisbert, 23, of Raymond, was indicted for allegedly assaulting a jail detainee along with Roland Dow.

BRENTWOOD — A Plaistow man awaiting trial on charges that he abused his girlfriend's 3-year-old son before fleeing to Orlando, Fla., is now facing charges that he assaulted and threatened a 42-year-old detainee at the county jail.

Roland Dow, 28, of Plaistow is facing assault and criminal threatening charges for an incident that happened between November and December at the Rockingham County jail in Brentwood, according to prosecutors.

Dow and 23-year-old Damien Tisbert, of Raymond, were indicted for allegedly striking the detainee sometime between November and December and threatening to rape the man if he reported being assaulted, according to indictments.

The victim, who is not named in court documents, was being held pre-trial detainee at the time of the assault. He was later released on bail, and intends to plead guilty in Rockingham County Superior Court next month to charges that will resolve his case, according to court records.

A grand jury in Rockingham County Superior Court indicted Dow and Tisbert earlier this month.

Tisbert is also accused of threatening to rape and shank the man on Dec. 11, indictments say. State prosecutors said at Tisbert's sentencing that he was caught trying to make a shank while being held at the jail.

Tisbert was transferred to the state prison on March 5 after pleading guilty to second-degree murder for killing 50-year-old Scott Dickinson two years ago.

Dow is still being held at the Brentwood jail. He is headed to trial in June on more than a dozen charges, including first- and second-degree assault for allegedly abusing his girlfriend's 3-year-old son in November 2012.

He faces the possibility of spending decades in prison if a jury convicts him in the toddler abuse case.

A judge recently refused to toss out charges against Dow. He accused prosecutors of pursuing charges against him only after interviewing the boy's mother and deciding not to pursue more serious charges against her.

The boy's mother, Jessica Linscott, 25, of Plaistow, is serving a 2 to 7 years in prison felony witness tampering and endangering the welfare of a child. The new assault by prisoners charge against Dow is punishable by up to 3 to 7 years in state prison.
