Manchester school budget hearing tonight

MANCHESTER — City residents are invited to provide their input on the Manchester school district’s Fiscal Year 2015 budget during a public hearing tonight.

Tonight’s hearing is scheduled to get underway at 6:15 p.m. in the aldermanic chambers on the third floor of City Hall.

Earlier this month, the Board of Mayor and Aldermen voted to override the tax cap to adopt a budget for the 2015 fiscal year that represents a 3.99 percent increase over last year’s budget. The budget allocates $143.7 million to the city and $159.5 million to the school district, the same amount allocated by Mayor Ted Gatsas in the budget he proposed earlier this year.

Following the public hearing, a meeting of the Board of School Committee will begin at approximately 7 p.m., or once the public hearing on the budget is concluded.

Included on the agenda for the latter meeting is a recommendation from the city’s Committee on Building and Sites to approve the use of $40,000 from the district’s building envelope project and reallocating $141,623.33 from the Clem Lemire Sports Complex CIP to address a water drainage problem at the Central High School parking garage.

According to a memo from Kevin O’Maley, chief facilities manager for the city, rainwater migrates from the plaza deck into the garage, and ultimately pools in an entrance tunnel that leads into the school.

“Although this currently imposes no immediate health or safety concerns, it should be addressed in a timely fashion,” writes O’Maley. “Today it is primarily a nuisance problem. However, over time this will cause a variety of issues that will become more severe and ultimately need to be addressed sooner or later.”

The current estimate to correct a portion of the problem is $160,000.
