Bedford dissolves CIP committee
BEDFORD — Bedford is dissolving its capital improvement plan committee in favor of having the town manager create future plans.
Town Manager Steve Daly proposed that the town council rescind a vote taken last year that adopted state legislation relating to the capital improvement plan committee process.
Daly said the town charter already requires the town manager to consult with planning and come up with a capital improvement plan. The CIP committee, he said, provides an alternative to doing that.
He said that in his opinion the legislation “contradicts the requirements of the charter,” Daly said.
“Beyond that, last year’s process was cumbersome and excessively lengthy,” Daly added.
His approach would be to work with a small team of staff members, including the finance and planning directors, to organize all the submitted capital projects into a preliminary plan that would be revised with the town council. Projects relating to the master plan would be reviewed by planning before the entire plan is brought to the council with the manager’s budget, he said.
Councilor Jim Scanlon, who worked on the committee last year, said he supports the direction the manager is heading toward. While working on the committee last year, Scanlon said he recognized the strength of the overall group was the town manager, the finance director and the planning director.
“I think Steve’s reexamination of the process is appropriate and the solution he’s suggesting to the council is not inappropriate whatsoever,” Scanlon said.
Vice-chair Bill Jean added that it’s important to stay within the provisions of the town charter.
The board voted unanimously to rescind the vote taken to adopt the legislation provisions relating to the committee and to dissolve the committee.
