Conceptual plan for Bedford complex presented Monday

BEDFORD — The Planning Board will hear a conceptual plan on July 14 to build a three-story health club, retail stores and a restaurant on Kilton Road.

This plan will be presented at the board’s meeting at 7 p.m., at 10 Meetinghouse Road. Saxon Partners, the applicant, is seeking to build a three-story, 37,000 square-foot health club, a 26,170 square-foot retail facility, and a 180-seat, 6,000 square-foot restaurant, with access off Kilton Road via Sullivan Drive and Ridgewood Road.

The vacant, wooded site covers about 14.5 acres with steep slopes along Kilton Road, with a pond and stream along the easterly property line. The plan includes 432 parking spaces where 419 are required.

“Signal timing adjustments and other minor modifications may be necessary along Kilton Road —and should the project move forward — a full traffic study will need to be completed to evaluate the impacts. The police and fire chiefs have some initial concerns regarding the proposed access to Ridgewood Road that will need to be explored and they have suggested that the project also be presented to the Highway Safety Committee for their review and comment,” said Planning Director Rick Sawyer in his staff report.

Because of the proximity to residences to the proposed buildings and parking lot, the applicant will need to protect buffers during and after construction, provide a screen for car headlights, ensure that Dumpsters are emptied during business hours and located as far from the property line as possible, control noise levels from exhaust fans or other sources, and that all lighting is shielded.

“Enhanced landscaping along with high-quality architectural building materials should be required to soften any views of the rear of the retail building along Ridgewood Drive,” Sawyer said.

In July 2007, the board reviewed development on the site for a 98,000-square foot Kohl’s department store and a 230-seat restaurant. Kohl’s, though, opted to build a location at the Bedford Mall.
