Dover releases employee pay data

DOVER — The city of Dover has released a report listing how much taxpayers spent on wages and benefits for municipal employees in 2015, and 114 people received more than $100,000 in total compensation.

The top earner was City Manager Michael Joyal, who earned a salary of $167,591. With benefits, taxpayers spent $222,066 for him.

Deputy City Manager Douglas Steele was the second highest wage earner, with a a salary of $147,320. With a benefits package costing $25,433, taxpayers spent $172,754 for him.

Coming in third in wages earned was Fire Chief Richard Driscoll, who retired in August after 34 years of service to the city. Driscoll was paid a salary of $138,576. With benefits, his total compensation was $193,233.

Fire Capt. David Lindh was one of 17 employees who had a base wage of under $100,000, but earned more than six figures because of overtime. Lindh earned $89,756 in wages and $32,140 in overtime. With $58,840 in benefits, his total compensation was $180,737, making him third in the category of total compensation for city employees.

A total of 18 employees had a base wage of more than $100,000. Some of them also collected overtime.

Joyal said that Dover officials post this information online each year in order to show the actual overall cost incurred by the city as an employer.

“Dover is the only community that I am aware of, whether here in New Hampshire or elsewhere in the country, that has been routinely assembling such a complete level of detail and regularly posting it online for inspection by the public,” Joyal said.

There are approximately 500 municipal employees in Dover. Two-hundred-fifty-nine of those employees are paid less than $30,000. Most of them work in recreation, the library, or are custodians.

City councilors were paid approximately $1,000 for their services last year. Mayor Karen Weston was paid $1,200 for her time.

Election workers are also counted as employees. All 46 of them made less than $300 in 2015.
