Police: Shirtless burglar fled after being pepper-sprayed

MANCHESTER — A city man is charged with burglary after police said he broke into a Chestnut Street apartment Monday morning, assaulted the resident and then fled shirtless after being pepper-sprayed by the victim’s girlfriend.

Cleon Hoggard, 31, was arrested just after 9 a.m. near 610 Pine St. when he was found by officers shirtless, covered in pepper spray and carrying a backpack, police said.

According to a news release, officers were called to 657 Chestnut St., where a burglary was reported to be in progress. The victim and his girlfriend told officer an unknown man had broken in, struggled with a resident and ran out after being pepper-sprayed.

When arrested, Hoggard appeared to be under the influence of drugs, police said.

He was charged with burglary and placed on a 72-hour probation/parole hold. He was scheduled to appear in Hillsborough County Superior Court on Tuesday.
