Man, woman arrested on prowling, other charges in Manchester's North End

MANCHESTER — A man and woman were arrested early Wednesday in the city's North End, charged with prowling and other offenses.

Officers received a report about 2:40 a.m. of a man and woman rummaging through cars in the Victoria Street area, police said.

A patrolling officer saw two people matching the description given near 2366 Elm St., several blocks away, but they fled through the yard toward River Road, police said.

Another officer found Emily Soterion, 24, no fixed address, near 715 River Road, and arrested her on a prowling charge.

Jefferson Kimball, 24, of Auburn, was found by police trying to hide under a parked car in the garage at 715 River Road, police said.

Kimball had a woman's driver's license, a suboxone strip, a bag of tools, a wireless iPhone charger and aviator sunglasses, police said. A call to the woman listed on the license confirmed the license and some of the items were hers and had been in her car at 629 River Road, police said.

Kimball was charged with possession of a controlled drug, receiving stolen property and prowling, according to police.

Both Kimball and Soterion were scheduled to be arraigned in Manchester Circuit Court.
