Federal judge orders review of Portsmouth police commissioners note regarding whistleblower

PORTSMOUTH -- The city must “expeditiously arrange” a hearing for Police Commission Chairman Brenna Cavanaugh to testify before a federal judge about personal notes she took during non-public meetings that may pertain to a resigned officer's First Amendment lawsuit against the city.
