System of patronage benefiting retiring NH police officers alleged at UMass. Lowell

They say Brashears began a patronage hiring scheme in which he hired retired New Hampshire officers he knew, in part so that those officers could collect pensions in both New Hampshire and Massachusetts.
McLaughlin and Carteiro claim the New Hampshire officers endangered campus safety by failing to adequately perform their duties. They also claim the New Hampshire officers formed a group known as "team New Hampshire" and exchanged offensive emails about women.
