Manchester park arrests

MANCHESTER — Three men with no home addresses were arrested on drug and other charges Monday in Veterans Park after police said they saw one of the men using drugs.

Officers had been monitoring the park for illegal activity when they said they saw Dennis Nugent, 37, doing drugs in the northeast corner of the park. Nugent possessed Suboxone, police said, and was charged with possession of a controlled drug.

Two men with Nugent — Daniel Cruzado Martinez, 32, and Timothy Chandler, 34 — were also arrested, police said.

Martinez was accused of having outstanding bench warrants on charges of theft by unauthorized taking, failure to appear and criminal threatening.

Chandler was arrested on a warrant for driving after suspension, and with possession of a prescription drug after police said they found he had two bottles of pills, one of which was not prescribed to him.

All three men were released on personal recognizance bail, police said.

Police Chief Carlo Capano said, “This is yet another unintended consequence of bail reform which is adversely impacting our city. Our officers are doing all they can to enforce New Hampshire laws, but they are too often being released faster than officers are able to complete reports.”
